Hearings planned on DNR confinement rules

DES MOINES -- The Iowa Department of Natural Resources is seeking comments on a proposal that would allow the DNR to evaluate construction permit applications, and manure or nutrient management plans from animal feeding operations.

The rule would allow the DNR to deny or place restrictions on proposed construction or expansions due to environmental concerns. The rule proposal would apply to both confinement operations and open feedlots.

People with concerns or suggestions can submit their oral or written comments at several hearings in northern Iowa. Hearings are planned at 9 a.m. March 7 at the LeMars Public Library and for 9 a.m. March 10 at the Waverly Public Library.

Written comments can be sent to Gene Tinker, Iowa Department of Natural Resources, Wallace State Office Building, 502 E. Ninth St., Des Moines, IA 50319-0034. For more information, contact Tinker at (515) 281-3103.

Free land offer drawing interest in Marne

MARNE, Iowa -- An offer of free land prompted more than 1,200 hits in two weeks on this western Iowa town's Web site.

"It snowballed," said Marne Mayor Randy Baxter, following coverage of the free land offer by nearby newspaper, radio and television outlets.

The land giveaway is the first step in the process of increasing the town's population from 149 to 200 in the next four years.

Interest in the offer has ranged from New York to California, Baxter said.

"It's been from a wide range of people," he said. "Singles, couples, young families and retired people."

The town is taking applications while its housing committee determines guidelines for types of homes that can be built on the available lots.

Modular homes will be accepted, but trailers will not, Baxter said.

Drainage design focus of Iowa workshops

AMES, Iowa -- Agricultural drainage design is the topic for a series of one-day workshops to be held throughout Iowa in March. The workshops will focus on drainage design, economics of drainage, water management, and legal issues related to drainage, and discussion related to choosing a contractor.

The workshop will be the same at each location and will be held in Lewis on March 13; Storm Lake, March 14; and Dows, March 15. The workshop at each location will begin at 9:30 a.m. and adjourn at 3 p.m.

This program will provide information essential for designing and planning a new drainage system or retrofitting an existing system. In addition, the economic and long-term benefits of tiling will be discussed along with some of the legal issues related to subsurface drainage. While the economic benefits of tiling are well recognized, there are also environmental impacts from drainage. New technologies that may be useful in minimizing negative environmental impacts will be discussed.
